KDE neon is a Linux distribution developed by KDE based on the most recent Ubuntu long-term support (LTS) release.
It overrides some Ubuntu LTS repositories with its own repositories containing the latest stable (i.e., QA-tested) KDE packages & their dependencies (including graphic device drivers). This means that not all packages will be the latest version; especially packages that are not part of / dependencies of the KDE project.
In other words, KDE Neon is a "semi-rolling release" distro: It uses "stable rolling release" strategy for KDE Packages, but "point release" strategy for other packages.
